Materials for outdoor stairs
Galvanized steel carries a zinc coating against rust and can be powder-coated over that for color. Powder-coated steel alone works outdoors while the coating stays intact, so chips should be touched up. Aluminum spirals do not rust and weigh less, which helps on a roof deck. Wood treads outside need sealing and will weather, while textured metal treads need less upkeep. In North Texas summers, dark metal in full sun can get hot underfoot, so color and shade are worth a thought.
Permits and HOA review
Irving requires a building permit to erect or alter a structure, and its 2024 code amendments do not add stairs to the list of exempt work. The base of an outdoor spiral sits on a concrete pad or footing sized for the stair, and that detail belongs on the plan the city reviews. Master-planned areas add a second review: the Valley Ranch Association, for example, sends modification applications to its Architectural Review Committee, which checks them against its design guidelines.
